Mayor & Council Members

Kodiak City Council

The City Council is comprised of six members who are elected at large for three-year terms. The Council, by ordinance, enacts legislation, sets policy, adopts the budget, and regulates the fiscal affairs of the City. The Council also has the authority to create, change, and abolish all offices, departments, and agencies of the City government that were not created by the Charter. The Council appoints the City Manager and City Clerk and selects the City’s contracted attorney.

Please Note: The City’s elected officials are not full-time positions and they do not maintain office hours at City Hall.

The Mayor is elected at large for a two-year term. She presides at meetings of the Council and certifies the passage of all ordinances and resolutions passed by it. The Mayor signs written obligations of the City as the Council may require. The Mayor votes in the case of a tie vote and has the power to veto ordinances and resolutions passed by the Council.

Mayor Pat Branson

Mayor Branson was first elected as Mayor in 2011. She was re-elected by Kodiak voters to two-year terms in October 2013, 2015, 2017, 2019, 2021 and 2023. Prior to being elected Mayor, she was previously elected to a one-year term on the City Council in October 2010 and served as a Councilmember through October 2011. Current term ends October 2025.

Councilmember Charles Davidson

Councilmember Charles Davidson was most recently elected to a three-year term by Kodiak voters in October 2022. Councilmember Davidson was originally elected to the Council in October 1993. He was re-elected in October 1996, 1999, 2002, and 2005 for a 15 year consecutive term. He was appointed to fill a vacant position in July 2009 through October 2009. He was elected to a three-year term in October 2010 and re-elected in 2013, 2016, 2019, and 2022. Current term ends October 2025.

Councilmember Terry J. Haines

Councilmember Haines was most recently elected to a three-year term by Kodiak voters in October 2021. Councilmember Haines was originally elected to the Council in October 2007. He was re-elected in October 2011, October 2014, and October 2018. Current term ends October 2024.
