Kodiak City Council
The City Council is comprised of six members who are elected at large for three-year terms. The Council, by ordinance, enacts legislation, sets policy, adopts the budget, and regulates the fiscal affairs of the City. The Council also has the authority to create, change, and abolish all offices, departments, and agencies of the City government that were not created by the Charter. The Council appoints the City Manager and City Clerk and selects the City’s contracted attorney.
Please Note: The City’s elected officials are not full-time positions and they do not maintain office hours at City Hall.
The Mayor is elected at large for a two-year term. She presides at meetings of the Council and certifies the passage of all ordinances and resolutions passed by it. The Mayor signs written obligations of the City as the Council may require. The Mayor votes in the case of a tie vote and has the power to veto ordinances and resolutions passed by the Council.

Mayor Terry J. Haines
Mayor Haines was most recently elected by Kodiak voters in October 2025 to serve a two-year term. Before being elected Mayor, he was first elected to the City Council in October 2007 and subsequently re-elected in 2011, 2014, 2018, 2021, and 2024. His current term will conclude in October 2027.

Councilmember Bob Stanford
Councilmember Stanford was most recently elected to a three-year term by the Kodiak Voters in 2023. Councilmember Stanford was originally elected to a three-year term by Kodiak voters in October 2020. Current term ends October 2026.

Councilmember Walker was most recently re-elected to a three-year term by Kodiak voters in October 2024. Councilmember Walker was previously elected to three-year terms by Kodiak voters in October 2012, October 2015, October 2018, and October 2021. Current term ends October 2027.
